Backup batteries for Essex County 911 running low

Apr 11, 2012 (The Press-Republican - McClatchy-Tribune Information Services via COMTEX) -- ELIZABETHTOWN -- The special backup batteries for the Essex County 911 center are dying.

The 80 interconnected batteries, part of an uninterruptible power supply at the Lewis-based dispatch facility, would now provide electric for only one or two hours if commercial power were to fail.

But the equipment from Leibert UPS Systems should be able to run the center and its radio consoles, network servers and computers for up to eight hours.

Essex County Emergency Services Director Donald Jaquish said at a recent meeting that if the power goes off, the Leibert equipment takes over.

"It goes into emergency mode. Everything that needs to be powered -- consoles, computers, lights -- stays on, and everything else goes off.

"It's a very sophisticated system. It has fans in case hydrogen builds up (around batteries)." The batteries are wet-cell cans that produce large amounts of electricity, he said.

And replacing them in the $150,000 system installed by the Westerville, Ohio-based firm is expected to cost about $26,000.

County Manager Daniel Palmer said the batteries are critical to the 911 operation.



Although the County Public Safety Building, where the 911 center is located, has a generator, there is a lag after a power failure before it kicks on, Palmer said.

"You need the batteries there. They are coming to end of life. They're 6 years old. The company recommends replacing them." Jaquish said he has the money for the batteries in the 911 budget, and the County Board of Supervisors Public Safety Committee voted unanimously Monday to replace them.

The purchase gets a final vote at the board's May meeting.

Jaquish said Leibert technicians came in and tested the batteries at the center.
